Building Operations
NRECA Building Operations takes pride in our commitment to quality service. Our team manages several properties from Arlington, Va. to Lincoln, Neb. Our goal is to respond to our tenants' needs in an organized, prompt, cost-efficient and courteous manner.
Business Developmnet
The mission of the Business Development team is to facilitate relationships, information, and business between member cooperatives and their communities. We specifically focus on commercial, industrial, and community and economic development. The Business Development team also manages NRECA's brand, Touchstone Energy Cooperatives. Touchstone Energy is a national alliance of local, consumer-owned electric cooperatives providing high standards of service to customers large and small. More than 600 Touchstone Energy cooperatives in 44 states are delivering energy and energy solutions to approximately 17 million customers every day.
Communications
NRECA Communication informs and educates our members about industry trends and issues through NRECA's two primary publications; Electric Co-op Today and RE Magazine. Communication staff lead external communication efforts with the media, using these opportunities to advance the interests of NRECA and our members. The department also is responsible for NRECA's public Web site, which serves as a key external communication vehicle to opinion leaders in the public policy, the utility industry and the media- helping this audience understand the cooperative difference and our policy objectives as defined by member resolutions.
NRECA Communications plays an important role in supporting the advocacy communication needs of member systems, providing content for their consumer communication activities, acting as liaison to many different communities.
Cooperative Research Network
CRN is the only program dedicated to developing business applications and providing cost-effective technology solutions exclusively for electric cooperatives. The resulting products, services, information and knowledge help CRN co-ops make educated cost-effective decisions.
Education & Training

Government Relations
Government Relations is the focal contact point between NRECA and the United States Senate, House of Representatives, White House, state and local officials. We provide economic and policy analysis relating to electric cooperatives, the energy industry and especially electric utilities, legislative issues and environmental issues. We also maintain geographic, demographic and electric utility databases and can provide data and analyses in graphical or map form. We also focus on electric utility-related issues - primarily through involvement in regulatory, legislative, and legal efforts-emphasizing the competitiveness of rural electric systems. Most activities are directed toward reducing member system costs or at least ensuring that costs are not increased because of regulatory, legislative or legal developments. To address these issues, a staff of attorneys, certified accountants, and engineers leverage its technical capabilities by working with member systems and other technical groups. Staff also spends considerable time and attention educating and informing managers, directors, member employees and influential decision-makers through various media.

Insurance & Financial Services
Insurance & Financial Services employees help member co-ops provide comprehensive benefits packages to their employees. This involves assisting CEOs and General Managers in selecting the right products for their co-ops, providing Benefits Administrators with the tools necessary to manage these programs and communicating with participating co-op employees as to how to make the most of these benefits. From Investments Advisors to Claims Processors, everyone working in Insurance & Financial Services plays an important role in the quality of life of our member co-op employees.

Cooperative Benefit Administrators, Inc. (CBA) is a for profit subsidiary of NRECA. The primary nature of their business is claims administration for both medical and dental benefit plans. There are several other units at CBA that process specialty claims for the long-term disability plans, the flexible spending account plans, and the Administrative Services Only unit.
Information Technology
NRECA's Information Technology department was recognized for the fourth straight year in Computerworld's Top 100 Best Places to Work list! The IT department provides a wide range of services for NRECA staff:

International Programs
NRECA International, Ltd.'s mission is to help bring electricity and prosperity to rural areas around the world. NRECA promotes the consumer-owned electric utilities as the system of choice and encourages the use of the highly successful U.S. cooperative model in rural electrification. NRECA also provides global leadership to rural electrification efforts in developing countries.
The NRECA International Foundation strives to help rural populations around the world get electricity and provides opportunities for these people to enjoy the social, economic and improved health benefits that come with electricity. The Foundation projects help them improve their standard of living through the use of electric energy and technology, thereby providing the opportunity to become healthy, productive, and self-reliant people.
Management Advisory Services
Management Advisory Services (MAS) is comprised of the Internal Audit department, Securities Compliance department, and HIPAA Privacy Compliance & Risk Management department. NRECA's Internal Audit department is comprised of three internal auditors who conduct a variety of audits or special projects according to their board-approved audit plan. These engagements vary depending on the needs of the board and management, but generally focus on determining the adequacy and effectiveness of the associations' systems of internal accounting and operating controls; ensuring compliance with all applicable laws; safeguarding of assets; and reviewing the reliability and integrity of financial information and the means used to identify, measure, classify and report such information. The Securities Compliance staff works to ensure that the Homestead Funds, Inc., RE Advisers Corporation and RE Investment Corporation are in compliance with all SEC, FINRA, and state rules and regulations. The HIPAA Privacy Officer maintains a compliance program required by HIPAA Privacy Regulations and applicable state laws to ensure the privacy, security, confidentiality, and integrity of individually identifiable health information, and to safeguard the use and disclosure of Protected Health Information maintained by the NRECA Group Benefits Program. The Risk Management staff ensures that NRECA’s insurance requirements are met through adequate policy coverage obtained at cost-effective premiums.
Marketing
The NRECA Marketing department develops in-depth marketing campaigns and programs for NRECA's internal departments. These campaigns are complex, multi-layered and designed to educate and inform NRECA's co-op management and employees on the myriad of member benefits offered by NRECA. Marketing provides print, online, multi-media programs with data analysis and statistical trending to measure marketing plan success and ensure NRECA's messages resonate with the cooperatives that participates in the electric cooperative family. In addition, NRECA Marketing manages the NRECA Market Research Services group, the TechAdvantage Expo, NRECA Associate Member Programs and Sponsorships, RE Magazine Advertising Sales and Circulation, Electric Co-op Today Circulation, marketing for Insurance and Financial Services as well as the Homestead Funds.
Meeting & Event Planning
Meeting and Event Planning exists to meet the needs of NRECA member systems and allied organizations by assisting internal and external clients (network partners) in developing, planning, scheduling, and conducting events for members and potential members by:
- Maintaining effective supplier relationships
- Developing targeted event specifications
- Evaluating and selecting optimal sites
- Negotiating favorable contracts (such as "national sales agreements")
- Effectively managing housing blocks
- Providing event production and on-site logistics management
- Maintaining a culture that seeks to satisfy all client and member needs while, fulfilling financial objectives.
Membership & Association Support Services
Membership and Association Support Services is responsible for managing event pre-registration, on-site registration, membership voting, subscription and fulfillment, new member processing, invoicing and netFORUM training.
